Questions
Will it blur my footage?
Light and Medium settle noise at very little cost to fine detail. Strong removes more noise and can soften the very finest texture along with it -- try Medium first unless the footage is badly noisy.
Does it do anything bad to footage that is not noisy?
Very little. Run on a clean clip, even Strong changes it by a fraction of a decibel -- not something you would see in playback.
